Vision to Reality: IWAV's Housing Expertise
In 2015, IWAV began managing Croftonbrook, a 20-unit affordable housing complex and began expanding it in response to the housing crisis. Through a 2-phase development, IWAV added 54 new rental homes, creating a community of seniors, families, and working Islanders.
To make this possible, IWAV navigated zoning changes, community concerns, redirected a creek, built an independent water treatment plant, landscaped the property, and installed a solar array and community lounges.
Croftonbrook proves IWAV can turn vision into reality.
This same experience and determination will guide the Norton Road project.
IWAV provides services throughout the Southern Gulf Islands to women and children affected by poverty, violence and abuse. IWAV is committed to raising awareness so people can recognize and stop violence and know how to access help.
In 2024, our 24/7 Crisis Line answered 457 calls, over 50 women and children found refuge at our Transition House, 15 families began to rebuild at The Cedars Second-Stage Housing, and 150 women and children received counselling and support to heal. At Croftonbrook, 76 adults, 15 children, and 24 pets now live safely in affordable homes.

Why is IWAV creating more housing?
The need for safe, affordable housing on Salt Spring far exceeds what is available, leaving too many women, children, and families without options. As a proven developer with Croftonbrook – a project that required rezoning, creek relocation, archaeological site protection, and its own water treatment system – IWAV has shown we can overcome complex challenges and deliver lasting community housing.

It is a rare 11.8-acre property already zoned for 26 units of affordable housing, located close to Ganges, the hospital, and essential services. With space, zoning, and development capacity in place, Norton Road offers an extraordinary opportunity to build long-term affordable housing that meets urgent community needs.
How will you supply water to an affordable housing development?
The existing home at Norton Road is connected to the North Salt Spring Water District, and past studies have confirmed a reliable groundwater source for future housing. IWAV has already managed complex water systems at Croftonbrook, including building and operating our own treatment facility, and we will apply the same expertise to ensure safe, sustainable water for this project.
What is next? How long will this take?
The immediate step is to raise funds to complete the Norton Rd property purchase. From there, the existing house will be renovated and put into service within one year. Development planning and approvals will follow, with affordable housing development expected to take 2-4 years, depending on funding and partnerships.
How will IWAV pay for this property?
IWAV has over half the funds to complete this purchase including existing IWAV assets and a $400,000 pledge from the Salt Spring Island Foundation. We have launched a fundraising campaign to secure another $1.1 Million. Our goal is to raise $500,000 by December 12.
